ក្នុងនាមតំណាងដ៏ខ្ពង់ខ្ពស់របស់ឯកឧត្តមឧបនាយករដ្ឋមន្រ្តី ប្រាក់ សុខុនរដ្ឋមន្រ្តីការបរទេស និងសហប្រតិបត្តិការអន្តរជាតិ ឯកឧត្តមរដ្ឋលេខាធិការ អ៊ុន ឃាង បានចូលរួមជាតំណាងរបស់កម្ពុជា ថ្លែងក្នុងសន្និសីទស្តីពីមហាសមុទ្រឥណ្ឌាលើកទី៩ ក្រោមប្រធានបទ «ការទទួលខុសត្រូវរួមគ្នាសម្រាប់អភិបាលកិច្ចមហាសមុទ្រឥណ្ឌា» ចាប់ពីថ្ងៃទី១០ ដល់ទី១២ ខែមេសាឆ្នាំ២០២៦ នៅទីក្រុង Port Louis សាធារណរដ្ឋម៉ូរីស ដោយមានការចូលរួមពីរដ្ឋមន្រ្តី/អនុរដ្ឋមន្រ្តីនៃប្រទេសនានាជាង ៣០។ ឯកឧត្តមរដ្ឋលេខាធិការ និងថ្នាក់ដឹកនាំផ្សេងទៀតបានលើកពីបញ្ហាដែលប្រឈមនៅក្នុងតំបន់មហាសមុទ្រឥណ្ឌា និងស្នើឱ្យមានសកម្មភាពរួមគ្នាដើម្បីដោះស្រាយបញ្ហាប្រឈមទាំងនោះ។ ពាក់ព័ន្ធនឹងដំណោះស្រាយនេះ ឯកឧត្តមរដ្ឋលេខាធិការបានបញ្ជាក់ជាថ្មីពីការគាំទ្ររបស់កម្ពុជាសម្រាប់យុទ្ធសាស្រ្តឥណ្ឌូ-ប៉ាស៊ីហ្វិក ដែលលើកតម្ពស់សន្តិភាព និងស្ថិរភាពតំបន់ និងមិនត្រូវប្រើប្រាស់ជាឧបករណ៍ប្រឆាំងនឹងប្រទេសផ្សេងឡើយ ព្រមទាំងគោរពនូវមជ្ឈភាពអាស៊ាន រួមមានធម្មនុញ្ញអាស៊ាន និងទស្សនវិស័យអាស៊ានស្តីពីឥណ្ឌូ-ប៉ាស៊ីហ្វិក។ ឯកឧត្តមរដ្ឋលេខាធិការក៏បានគូសបញ្ជាក់ពីវិធានការនានារបស់កម្ពុជាដើម្បីពង្រឹងអភិបាលកិច្ចលំហសមុទ្រអន្តរជាតិ រួមមានការផ្តល់សច្ចាប័ននៃអនុសញ្ញាអង្គការសហប្រជាជាតិស្តីពីច្បាប់សមុទ្រនៅឆ្នាំនេះ ដែលឆ្លុះបញ្ចាំងពីការប្តេជ្ញាចិត្តរបស់កម្ពុជា ចំពោះច្បាប់អន្តរជាតិ ដែលសិទ្ធិ និងកាតព្វកិច្ចត្រូវបានកំណត់យ៉ាងច្បាស់លាស់ និងអនុវត្តស្នើភាពគ្នា។
ក្នុងឱកាសអញ្ជើញចូលរួមសន្និសីទខាងលើ ឯកឧត្តមរដ្ឋលេខាធិការក៏បានជួបពិភាក្សាទ្វេភាគីជាមួយ (១) ឯកឧត្តម ថាន់ណាន់ចាយ រាមហ្វុល រដ្ឋមន្រ្តីការបរទេសម៉ូរីស (២) ឯកឧត្តមបណ្ឌិត ខាលីលូ រាម៉ាន់ រដ្ឋមន្រ្តីការបរទេសបង់ក្លាដែស និង (៣) ឯកឧត្តម ល្យុនប៉ូ ឌី អិន ធុងយ៉ែល រដ្ឋមន្រ្តីការបរទេសប៊ូតង់ ដើម្បីរិះរកឱកាស និងមធ្យោបាយនានា ក្នុងការពង្រឹង និងពង្រីកកិច្ចសហប្រតិបត្តិការរវាងកម្ពុជា និងប្រទេសទាំងនេះផងដែរ ជាពិសេសក្នុង វិស័យនយោបាយ ពាណិជ្ជកម្ម និងទេសចរណ៍។
On behalf of His Excellency Deputy Prime Minister PRAK Sokhonn, Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, His Excellency Dr. UN Kheang, Secretary of State of the Ministry of Foreign Affairs and International Cooperation, addressed the 9th Indian Ocean Conference under the theme “Collective Stewardship for Indian Ocean Governance,” from 10 to 12 April 2026 in Port Louis, Republic of Mauritius with the participation of Ministers/Vice Ministers from over 30 countries. His Excellency, the Secretary of State, highlighted the challenges facing the Indian Ocean region and proposed collective actions to address them. In this regard, His Excellency the Secretary of State reaffirmed Cambodia’s support for an Indo-Pacific Strategy that promotes regional peace and stability and is not used as a tool against other states, and that respects ASEAN centrality, including the ASEAN Charter and the ASEAN Outlook on the Indo-Pacific. He also underscored Cambodia’s concrete steps to strengthen international maritime governance, including the ratification of the United Nations Convention on the Law of the Sea this year, reflecting Cambodia’s firm commitment to a rules-based international order in which rights and obligations are clearly defined and applied equally.
On the sidelines of the conference, His Excellency Dr. Un Kheang also held bilateral meetings with Hon. Dhananjay Ramful, Minister of Foreign Affairs, Regional Integration, and International Trade of the Republic of Mauritius; H. E. Dr. Khalilur Rahman, Minister of Foreign Affairs of Bangladesh; and His Excellency Lyonpo D. N. Dhungyel, Minister for Foreign Affairs and External Trade of the Royal Government of Bhutan, to discuss opportunities and ways to further strengthen and expand cooperation between Cambodia and these countries, particularly in the areas of politics, trade, and tourism.
