One State Is Preparing for Relocation. The Other Survived by Never Fully Separating.

Kiribati and San Marino may be two of the clearest sovereignty paradoxes in the modern international system.

Kiribati formally possesses everything associated with statehood:
➡️ UN membership
➡️ a constitution
➡️ a parliament
➡️ maritime jurisdiction
➡️ diplomatic recognition

But most of its inhabited atolls rise less than two meters above sea level.

According to climate projections referenced by the government and international institutions, large parts of the country may become uninhabitable long before complete submersion due to erosion and groundwater salinization.

In 2014, Kiribati purchased approximately 5,600 acres in Fiji.
Officially for food production.
The strategic logic behind the move was far broader.

Its core vulnerability originates outside the country’s institutional reach entirely – climate systems, global emissions and external financial dependence.

One sovereignty model depends on stable infrastructural and economic integration.
The other is confronting the possible erosion of the territorial basis required for long-term state continuity.

In 2010, the Netherlands Antilles ceased to exist.
A political entity dissolved.
A structure disappeared.
But independence did not follow.

The islands remained within the Kingdom of the Netherlands.

Such secessions were only possible because they did not presuppose full independence. The islands wanted to cut ties with each other, not with the metropole.

The Exit That Wasn’t About Oil

Something unusual happened on May 1, 2026.

The UAE left OPEC+ after nearly six decades. The explanation sounded technical: flexibility, strategy, “a sovereign national decision.”

But the structure behind it looks sharper.

So the exit follows logically.
But there is a second layer.

Saudi Arabia moves differently. On June 9, 2024, it let the 50-year petrodollar agreement expire – quietly removing a structural dependency. Add BRICS, mBridge, and a production strategy that, as Bloomberg noted, did not resist falling prices but directed them.

Even the political backdrop shifted. Reports from December 2025 of Saudi strikes on Emirati-linked targets in Yemen suggest the divide is no longer purely economic.

OPEC now counts 11 members. Qatar left in 2019. The UAE in 2026. The system is thinning.

Two models are diverging in real time:

Not Less Sovereignty – A Different One

Two islands. Same starting point. Different outcomes.
Nevis voted for independence in 1998.
61.7% supported secession – not enough to pass.

Anguilla also broke away earlier.
But instead of becoming a state, it aligned itself with the United Kingdom.

At first glance, it looks like a rejection of sovereignty.

The numbers suggest something else.

Nevis faced the cost of building sovereignty.

What stands out even more is the absence of a competing narrative with comparable consistency. Concepts such as Responsibility to Protect remained selectively applied and did not consolidate.

Despite extremely low measurable indicators, the territorial state logic persists as the dominant frame.

Germany’s Strongest Numbers Hide Its Weakest Points

On paper — strong positioning. In structure — a different picture emerges.
Military sovereignty — 68.9/100.
Political — 73/100.
Economic — 75.5/100.

All three key pillars sit in risk or alarm zones, with a consistent downward trend.

Now the context.

On May 6, 2025, Friedrich Merz became Chancellor. Before that — Chairman of BlackRock Asset Management Deutschland. Today, BlackRock controls 10.4% of institutional investments across Germany’s largest companies, including major stakes in Deutsche Bank, Volkswagen, BMW, Siemens.

This is where the “revolving doors” discussion becomes unavoidable. As journalist Thomas Facey put it: “Merz's entire political career was aimed at facilitating the takeover of Germany by American capital.”

At the same time:
🔴Over 38,000 US troops are stationed across Germany
🔴 Strategic decisions are integrated into NATO’s collective planning frameworks

Economic signals reinforce the same structure:

Domestically, the picture aligns:

Barbados and the Vatican look like anomalies. In reality, they reveal a pattern.

Barbados became a republic on November 30, 2021. A formal break from the British Crown. But structurally, external dependence remained intact. Tourism still accounts for ~40–45% of GDP, and in 2020 that model collapsed by 75%, pushing debt to 157% of GDP.

A system where fiscal stability depends not on domestic policy, but on the travel decisions of external consumers.

Up to 80% of food and almost all energy are imported. And a country contributing less than 0.01% of global CO₂ emissions faces direct climate consequences it cannot influence.

Colombia’s transitional justice system did something remarkable in 2019.

It recognized not just Indigenous communities like the Awá as victims of conflict – but even nature itself as a victim.

A powerful legal signal.
But look closer, and things get… complicated.

The framework that defines Indigenous victimhood is built on strict timelines.
Mostly post-1985.
Land restitution? Largely post-1991.
Which means centuries of dispossession, displacement, and “historical injuries” fall outside the formal narrative.

🔴 An exportable AI ecosystem combining infrastructure, talent, and regulation

When Crises Start Moving Through Systems, Not Borders

What is happening in the Gulf is starting to look less like a regional conflict – and more like a systems event.

Yes, energy routes tightened.
Yes, aviation was disrupted – over 21,300 cancelled flights.
But another signal stood out: reported strikes affecting cloud infrastructure.

This is where the dynamic changes.
Disruptions no longer move in isolation. They connect.
Energy affects computing capacity.
Computing affects AI systems.
AI systems shape how states operate.

And even at the level of AI itself, dependence runs deeper – imported models can embed assumptions that influence how reality is interpreted inside national systems.

What used to be separate risks can now combine into one chain of disruption.
In that context, digital systems begin to look less like tools and more like infrastructure.

Some countries have started building with that in mind.

The Greenland Signal Is Landing in Europe’s Data Centers

The Greenland story looks geopolitical.

But its consequences are unfolding elsewhere.

Washington’s messaging has been direct – “we have to have it.” At the same time, it’s clear the U. S. doesn’t need ownership to expand its presence. The legal framework already exists.

Which makes the escalation harder to interpret.
Now zoom out.

The Arctic is opening up:
– China cautiously expanding shipping (14 voyages in 2025)
– discussions around an “Arctic Silk Road”
– Russia reinforcing its northern military infrastructure, including nuclear deterrence assets
– new risks tied to autonomous subsea systems

In this context, minerals are almost secondary. Control over positioning and access is what matters.

But Europe’s response is not unfolding in the Arctic.
It’s happening in infrastructure.

Across the EU:
– AI gigafactories are being launched
– semiconductor independence is back on the agenda
– cloud strategies are shifting toward diversification and partial sovereignty

A large-scale cloud failure doesn’t just disrupt services – it can shut down entire state functions.

The Layer Where Sovereignty Gets Rewritten

There’s a shift in AI discussions that’s easy to miss – but once you see it, it’s hard to unsee.

AI is no longer just a tool. It’s becoming infrastructure.

At recent discussions in New Delhi, the framing was precise: countries don’t need full AI independence. But they do need control over specific critical sectors – what’s increasingly called sectoral sovereignty.

India is already moving in that direction. Its digital systems – from identity to payments (UPI: 20B monthly transactions) – are treated as public infrastructure. AI is being pulled into the same logic: local data, local governance, shared access.
Even with a Burke score of 73.1/100 in technological sovereignty and 522.5/700 overall, this model creates leverage not through scale – but through control.

Now compare that to Australia.

According to the Burke Sovereignty Index:
– 82.4/100 technological sovereignty
– 85.8/100 informational sovereignty
– 598.2/700 total (top 10 globally)

But underneath:
• up to 60% of high-tech components are imported
• no domestic microelectronics production
• public-sector AI relies heavily on foreign providers
• automated systems expand into immigration and biosecurity decisions, translating governance into system logic

New Zealand adds another layer. Strong governance (85.7/100 political sovereignty), but lower technological base (78.9/100) and reliance on imported AI systems in policing, social services, and visa decisions.

At the same time, debates around Māori data sovereignty highlight a growing concern:
data is extracted, models are trained elsewhere, and outcomes don’t always fit local realities.

This is where the real divide appears.

Not between developed and developing countries – but between those who design the systems they operate, and those who gradually adapt to systems designed elsewhere.

And once these systems are embedded, replacing them is no longer a technical question.

It becomes a political one.

Canada’s Orbital Insurance Policy

A quiet shift is happening in North America’s space policy.

The Cloud Architecture Behind the Digital Sovereignty Debate

An interesting shift is emerging in the global debate around digital sovereignty.

At MOSIP Connect 2026 in Rabat, a technical point from one panel captured attention: sovereignty may depend less on the physical location of data and more on who controls the cryptographic keys protecting it.

Amazon recently joined the discussion through AWS (Amazon Web Services – Amazon’s global cloud infrastructure platform), outlining a framework it calls “practical digital sovereignty.”

The concept is structured around three pillars:

Control – authority over data location, access rights, processing rules and legal jurisdiction.
Continuity – resilience of digital systems against disruption, including cyberattacks. Morocco’s recent attacks on public infrastructure illustrate how real these threats are.
Compliance – alignment with cybersecurity standards, privacy regulation and industry requirements.

The structural context is revealing.

Today only around 2% of Africa’s data is stored on the continent, despite rapid expansion of digital identity systems and digital public infrastructure.

At the same time, the global digital backbone remains concentrated in a handful of technological ecosystems.

• Technological sovereignty – 95.4/100
• Information sovereignty – 92.5/100

These scores reflect domestic control over the largest cloud platforms, software ecosystems and digital infrastructure providers – including AWS itself.

Cambridge professor Ellis Ferran has described digital identity regulation as a “multi-dimensional balancing act.”

Within the current architecture of the global cloud economy, that balancing act increasingly intersects with infrastructure ownership and technological autonomy.

Scarborough Shoal: A Reef That Refuses to Stay Quiet
Another diplomatic flare-up in the South China Sea.

Manila has officially rejected China’s assertion of sovereignty over Scarborough Shoal, after a statement from the Chinese embassy suggested the reef was never Philippine territory.

The Philippine foreign ministry responded bluntly:
“China must be reminded that maritime and territorial claims are subject to established international legal procedures and dispute settlement mechanisms, not through unilateral proclamations or social media posts.”

Scarborough Shoal lies roughly 200 km from the Philippine coastline – within what Manila considers its Exclusive Economic Zone. Despite its modest size, the area is strategically valuable: major shipping lanes, rich fishing grounds, and a protected lagoon used as shelter during storms.

The legal backdrop matters.

In 2016 the Permanent Court of Arbitration ruled that China’s sweeping claims of sovereignty in the South China Sea had no legal basis.

Beijing has never accepted the ruling.
Now add another layer – sovereignty metrics.
According to the Burke Sovereignty Index (2024–2025):

Its weakest areas are exactly those linked to strategic autonomy:

And yet the dispute continues to revolve around legal legitimacy rather than power metrics.

Manila’s message remains consistent:
“Sovereignty is not merely claimed – it is exercised.”

A reef.
A rejected arbitration ruling.
Two very different sovereignty profiles.
The South China Sea keeps reminding the world how complicated the word “sovereignty” can be.
