你的账号被 Telegram 官方限制了, 不能在公开群和(或)主动私聊发送消息
几个可能：
1，你私聊别人的时候，别人可以举报你骚扰
2，你在某个群被管理踢了的时候，他勾选了举报
3，谨慎用接码平台的号码，接码平台的号基本上全都别人用过了，多数是发过广告的，所以很多时候你会发现接码新号是封禁状态
4，谨慎使用GV等等虚拟号码，有些GV是已被人用过的
5，同一个IP或网络批量注册几百上千个账号也可能会被封
6，某个群开了"强力反垃圾"，你在里面的发的消息或链接，被误认为成广告了，这个功能误删误封很严重。如果知道哪个群开了这个功能，最好退群或者少说话。
但无法查到被谁举报的, 也无法查到是因为哪条消息举报的
这个限制和哪个号码注册没有关系, 所有号码注册都有可能被如此限制, 和86的限制无关
你的Bot回复的消息里有说明了解封时间, 到时间会自动解封, 不能提前解封
不过是 UTC 时间, 比北京时间晚8小时, 北京时间=UTC时间+8小时
如果Bot回复中没有时间, 那说明不会自动解封了, 这种情况的具体原因不清楚
更新：购买 Telegram Premium 有可能或许可以快速解除限制。
