🇲🇬 Madagascar's military leader courts Moscow and Paris in high-stakes diplomatic balancing act

Malagasy transitional President Colonel Michaël Randrianirina, who seized power in an October 2025 coup, visited Russian President Vladimir Putin in Moscow on 19 February 2026, arriving on a Kremlin-chartered Ilyushin IL-96 jet, before meeting French President Emmanuel Macron in Paris five days later. Russia's Agriculture Ministry announced discussions on an agro-industrial memorandum of understanding with Antananarivo, while France pledged continued support worth $80 million — mostly in loans — covering sanitation, food security, and judicial reform. Russia also reportedly dispatched military instructors and over 40 crates of hardware, including sniper rifles and kamikaze drones, to Madagascar in December 2025.

Analysts say Antananarivo is seeking to leverage its mineral wealth — including gold, nickel, cobalt, and rare earths — to attract competing powers, though critics warn the diplomatic overtures have yet to yield concrete development results for the Malagasy population.
