🅾️NOTE : Negative net FDI DOES NOT necessarily imply capital flight from India. Net FDI can be negative even if gross inflows are positive. Net FDI is calculated after adjusting repatriation and outward FDI. Capital flight means investors are fleeing because they fear instability, crisis, currency collapse, political shock- That is not our scene- outflow may simply be Indian firms expanding abroad-If Tata invests in Singapore, is that panic? No. That is expansion.

⚠️So- Which situations can lead to negative net FDI?

🔰3 Targets of the budget this year-

🅾️1. Maintain fiscal discipline- The fiscal deficit is pegged at around 4.3% of GDP but Tax collections show moderation- Revised estimates indicate consumption is reducing. Capital expenditure is protected, but revenue constraints remain.

🅾️2. Fulfil people’s aspirations and build capacity-Social services such as education, health, and nutrition remain underfunded relative to developmental needs. Much of this responsibility lies with States. Growth strategy cannot succeed without state-level administrative depth.

🅾️3. Generate growth through agglomeration and structural reforms but agglomeration without regional balance risks widening disparities.

⚠️The Budget now walks a tightrope: sustain capex while compressing fiscal deficit.

It relies on:
⚜️ Assumed tax buoyancy.
⚜️Private sector response.
⚜️State government execution capacity.

🅾️Gist - Gold ETFs allow investors to gain exposure to gold prices without holding physical metal. Record inflows into gold ETFs in January 2026 significantly boosted gold imports, widening the trade deficit to nearly $35 billion. What appears as a household investment choice has macroeconomic consequences for the external sector and currency stability. So Inflation → Rupee volatility → Gold price rise → ETF route → Import surge → Trade deficit spike → Policy dilemma.

⚠️Why is this bad?- Gold acts as a psychological hedge against systemic distrust. But gold imports behave like non-productive capital outflow. So SGB issuance was discontinued in early 2024 due to rising fiscal cost as gold prices surged. Without SGBs, ETF-driven imports may rise and they do not generate export earnings. Trade deficit → Current Account Deficit → Rupee pressure.

⚜️Lets say if a worker basic was Rs.15,000 and rest allowances, PF was calculated only on ₹15,000-Multiply this across millions of workers. Employee looked well-paid on paper. But long-term social security was hollow. Now wages must be at least 50% of total remuneration- this is in line with Article 43 (living wage) and the constitutional vision of social justice. The reform reflects the constitutional commitment under Articles 38 and 39 to reduce inequalities and promote distributive justice.

🅾️Definition of a startup is changed- The core intent is alignment with innovation and R&D cycles, not MSME expansion.

🅾️The ₹100 crore turnover cap and 10-year limit were designed for a 2015–16 ecosystem dominated by consumer apps and early-stage services. By 2024–25, India has startups in SaaS, space tech, EVs, climate tech, biotech, semiconductors and defence that reach Rs100 crore revenues quickly without being “mature firms.”
Keeping the old threshold was penalising success and forcing high-growth firms out of policy support prematurely.

🅾️Deep tech does not scale like food delivery apps like Zomato or fintech like cred- they have Long gestation periods
• High upfront R&D costs
• Regulatory and testing delays
• Revenue often arrives late, but in large jumps

🅾️Brent Crude oil V/s West Texas Intermediate Crude oil Benchmark-

🅾️India imports ~85–88% of its crude oil needs. This makes diversification a macro-stability requirement

🔰Evolution of trade dynamics

🌟1. Before 2005, India’s crude imports were highly concentrated-two-thirds came from Saudi Arabia alone. Nearly 70% from West Asian suppliers Saudi Arabia, Iraq, Iran, Kuwait, UAE. Why?- Geographic proximity → lower freight cost. But risk was exposure to West Asian instability and cartel pricing

🌟2. Phase 2: Gradual diversification (2005–2015)-India consciously broadened its basket-New suppliers added: Africa: Nigeria, Angola, South America: Venezuela- Why?- Reduce over-dependence on one region

⚜️2010: UN Security Council sanctions on Iran-2011: India officially cuts Iranian oil purchases-> By 2015–16, Iran’s share drops to ~6.2%

✅Gs-3 : Economic growth- Government Policy on SEZs

🅾️Context : SEZs are geographically isolated duty-free enclaves, treated as foreign territory for trade operations. The primary goal is export promotion. Domestic Tariff Area(DTA) is the rest of India where customs law applies.

🅾️The SEZ Act governs the operations, incentives (duty-free imports/procurement), and restrictions, such as the limit on domestic sales (currently restricted/via reverse job work duties). Job work means processing goods supplied by the DTA unit and sending them back. The 'Reverse Job Work' issue arises when SEZ units want to sell their final products into the DTA.

🅾️So this new policy now aims to transform SEZs from mere export hubs to integrated industrial zones serving both global and domestic needs.

🅾️Propositional knowledge = knowing what and why (scientific principles, e.g. laws of thermodynamics).
⚜️Prescriptive knowledge = knowing how (practical application, e.g. building a steam engine).
⚜️Sustainable innovation needs both =discovery and its scalable application.

🅾️Creative Destruction= Innovation → new products/processes → economic gains. But it also destroys old technologies, firms, and jobs. Hence, innovation must be paired with reskilling and adaptive policy to manage disruption.

🅾️Optimal R&D Investment- Too little R&D = stagnation. Too much =redundant competition. Aghion–Howitt’s model helps governments find the sweet spot where innovation benefits society even when private firms lose profits.

🅾️Traditional cross-border payments are slow, costly, and depend on intermediaries like SWIFT and banks. so we want a faster, cheaper, transparent, and programmable global payment system. UPSC often tests how technology reduces transaction costs and increases inclusion...e.g., UPI, JAM trinity, CBDC. Stablecoins are the next evolution in this chain.
