Volume 19 page 210 (fatwa 159) shaykh uthaymeen rahimahullah was asked about asthma patients using inhalers while fasting:

He says there are 2 types of devices, one where a capsule is inserted in the device and it releases a physical substance. This is not to be used while fasting in Ramadan except as an absolute necessity. If a person did need to use it they would have broken their fast and would have to make that day up later. If they never expect to get better they would have to feed a poor person in place of the missed fasts.

In fatwa 161 he said regarding medication used due to allergic reactions: "if he hopes to get better or hopes the symptoms will subside, he waits until a time when he can fast and makes up the fasts."

This shows a person can wait until it becomes easier to fast, like during the short fasts of winter for example. Wallahua'lam

سيئة فى رمضان أعظم إثمًا من السيئة فى غيره، كما أن طاعة في رمضان أكثر ثواباً عند الله من طاعة في غيره

“An evil act in Ramadān is more severe in sin than committing evil in other than it; just as obedience in Ramadān is greater in reward with Allāh than obedience in other than Ramadān”
