Dear Compatriots,

Today, the Royal Government of Cambodia has decided to pursue the mechanism of Compulsory Conciliation under United Nations Convention on the Law of the Sea (UNCLOS) in order to find a peaceful resolution based on international law for maritime overlapping claim area between Cambodia and Thailand, after Thailand has officially declared the unilateral withdrawal from the Memorandum of Understanding between Cambodia and Thailand, also known as the MOU 2001 (Thai reference as MOU44).

For more than 25 years, this Memorandum of Understanding has played a crucial role as a mutually agreed bilateral framework for both sides to address overlapping maritime claims. The entry into force of this Memorandum of Understanding reflects the spirit of cooperation and mutual goodwill.

It is regretful that Thailand has decided to unilaterally withdraw from this Memorandum of Understanding. For Cambodia, we have always given priority to bilateral mechanisms in line with this Memorandum of Understanding for dealing with our overlapping maritime area. This unilateral withdrawal from this Memorandum of Understanding would reject the only bilateral agreement, which constitutes the only bilateral framework that both parties have relied upon for more than two decades.

In this case, as a state that firmly respects and adheres to international law and the peaceful settlement of disputes, Cambodia would be left with no choice but to rely upon international law and the United Nations Convention on the Law of the Sea (UNCLOS), particularly the mechanism of Compulsory Conciliation under this Convention.

Taking this opportunity, I would like to clarify that this mechanism of Compulsory Conciliation is established by the UNCLOS to assist state parties in resolving disputes peacefully in accordance with international law.

Therefore, Cambodia’s decision reflects our sincere hope that both countries can reach a just and lasting solution in line with international law, allowing our peoples to live together in peace, stability, and harmony.

ក្នុងន័យនេះ កម្ពុជាសង្ឃឹមថាភាគីថៃនឹងបន្តគោរពតាមខ្លឹមសារនៃសេចក្តីប្រកាសរួម ជាពិសេសត្រង់ចំណុចទី៣ ដែលចែងថា ÷ "ភាគីទាំងពីរឯកភាពគ្នាថា រាល់ការព្រមព្រៀងក្រោមសេចក្តីប្រកាសរួមនេះមិនត្រូវធ្វើឱ្យប៉ះពាល់ដល់ការខ័ណ្ឌសីមាព្រំដែន និងព្រំដែនអន្តរជាតិរវាងប្រទេសទាំងពីរនោះទេ។ ភាគីទាំងពីរឯកភាពគ្នាប្រគល់តួនាទីឱ្យគណៈកម្មការចម្រុះព្រំដែនបន្តអនុវត្តការងារវាស់វែង និងខ័ណ្ឌសីមាព្រំដែន ឱ្យបានឆាប់រហ័សបំផុត ស្របតាមកិច្ចព្រមព្រៀងដែលមានស្រាប់រវាងប្រទេសទាំងពីរ ដើម្បីសម្រេចបាននូវសន្តិភាពយូរអង្វែងតាមបណ្តោយព្រំដែន។ ភាគីទាំងពីរឯកភាពគ្នាថានឹងប្រើប្រាស់យន្តការដែលមានស្រាប់នៃគណៈកម្មការចម្រុះព្រំដែន ដើម្បីធានាសុវត្ថិភាព និងសន្តិសុខរបស់ក្រុមការងារវាស់វែងចម្រុះនៅលើទីតាំងជាក់ស្តែង ដោយរាប់បញ្ចូលទាំងសុវត្ថិភាពពីជាន់មីន។ ភាគីទាំងពីរឯកភាពគ្នាថា គណៈកម្មការចម្រុះព្រំដែននឹងផ្តល់អាទិភាពខ្ពស់បំផុតចំពោះការងារវាស់វែង និងខ័ណ្ឌសីមាព្រំដែននៅតំបន់រងផលប៉ះពាល់ ដែលមានជនស៊ីវិលរស់នៅ។"

កម្ពុជាសង្ឃឹមយ៉ាងមុតមាំថា គណៈកម្មការចម្រុះព្រំដែនទាំងពីរអាចចាប់ផ្តើមអនុវត្តការងារវាស់វែងបានឆាប់រហ័ស តាមស្មារតីដែលបានឯកភាពគ្នាក្នុងសេចក្តីប្រកាសរួម (ចំណុចទី៣) ប្រកបដោយភាពស្មោះត្រង់ ដើម្បីឈានទៅរកការខ័ណ្ឌសីមានិងបោះបង្គោលព្រំដែនច្បាស់លាស់រវាងប្រទេសទាំងពីរដោយសន្តិវិធី ដែលជាមូលដ្ឋានសម្រាប់កសាងសន្តិភាពយូរអង្វែង និងឱ្យប្រជាពលរដ្ឋរស់នៅតាមបណ្តោយព្រំដែននៃទាំងពីរប្រទេសអាចរស់នៅដោយសេចក្តីសុខ។

Since ceasefire in December 2025, both Cambodia and Thailand have always declared respect and adherence to the agreements reached in the Joint Statement (JS) of 27 December 2025.

For this reason, Cambodia hopes that Thailand will continue to adhere to the implementations of the JS agreement, in particular Point #3 which states that ÷ "Both sides agree that all arrangements under this Joint Statement are without prejudice to the border demarcation and international boundary between the two countries. Both sides agree to refer to the Joint Boundary Commission to resume, at the earliest, the survey and demarcation works, in accordance with existing agreements between the two countries to achieve lasting peace along the border. Both sides agree to utilize Joint Boundary Commission’s existing mechanisms to ensure safety and security of the joint survey team on the ground, including its safety from landmines. Both sides agree that the Joint Boundary Commission will accord the first and foremost priority for the immediate survey and demarcation works in the affected border areas where the civilians resided."

Cambodia strongly hopes that the Joint Border Commissions of both countries can begin implementing works, as agreed in JS (Point Number 3), quickly and with sincerity, so that we can properly and clearly demarcate border between both countries in a peaceful manner. This will be foundation for long-lasting peace that would allow our people living a long shared border to live peacefully.

ខ្ញុំបានឃេីញមានការបញ្ចេញមតិជាច្រេីនពាក់ព័ន្ធជាមួយនឹងគ្រោះថ្នាក់ចរាចរណ៍ដ៏រន្ធត់មួយដែលកេីតឡេីងនៅយប់ថ្ងៃទី២៧ ខែមីនា ឆ្នាំ២០២៦ នៅស្រុកមោងឬស្សី ខេត្តបាត់ដំបង ដែលមនុស្សចំនួន ៦នាក់ត្រូវបានស្លាប់ រួមទាំងទារកនៅក្នុងផ្ទៃមាតាផងដែរ ដែលបង្កឡេីងដោយរថយន្តមួយគ្រឿងបុកពួកគាត់ហើយរត់គេចខ្លួនបាត់។ ជាមួយនឹងការសម្តែងការសោកស្តាយដល់ជនរងគ្រោះ មានបងប្អូនមួយចំនួនក៏បានសម្តែងការព្រួយបារម្ភ អំពីការដែលអ្នកប្រព្រឹត្តិអាចមិនត្រូវបានទទួលទោស ដោយសារមានគ្រួសារជាមន្ត្រី។

ជាដំបូង ខ្ញុំសូមចូលរួមមរណ:ទុក្ខជាមួយនឹងក្រុមគ្រួសារសពនៃជនរងគ្រោះទាំង៦នាក់ និងសូមវិញាណក្ខន្ធអ្នកទាំងអស់គ្នាបានទៅកាន់សុខគតិភពកុំបីឃ្លាតឡេីយ។ ចំពោះការទទួលខុសត្រូវតាមផ្លូវច្បាប់ក្នុងករណីនេះ ខ្ញុំបានចេញបទបញ្ជាឱ្យឯកឧត្តម កេីត រិទ្ធ ឧបនាយករដ្ឋមន្ត្រី រដ្ឋមន្ត្រីក្រសួងយុត្តិធម៌ និងឯកឧត្តម ស ថេត អគ្គស្នងការនគរបាលជាតិ ត្រូវធ្វេីការស្រាវជ្រាវឱ្យបានហ្មត់ចត់បំផុត និងរកឱ្យឃេីញអ្នកដែលបេីកបររថយន្តពិតប្រាកដ ដែលបុក មនុស្សស្លាប់ទាំង៦នាក់នេះ ហើយអនុវត្តច្បាប់ឱ្យបានម៉ឺងម៉ាត់ ដើម្បីផ្ដល់ភាពយុត្តិធម៌ដល់ជនរងគ្រោះ។

ក្នុងពេលជាមួយគ្នានេះដែរ ខ្ញុំក៏សូមអំពាវនាវបងប្អូនប្រជាពលរដ្ឋយេីង ធ្វេីការបេីកបរដោយប្រុងប្រយ័ត្នខ្ពស់ និងគោរពច្បាប់ចរាចរណ៍ផ្លូវគោក ឱ្យបានម៉ឺងម៉ាត់ ជាពិសេសក្នុងអំឡុងពេលបុណ្យចូលឆ្នាំប្រពៃណីជាតិខ្មែរនៅពេលខាងមុខ។

ខ្ញុំសូមរំលឹកឡេីងវិញផងដែរ ចំពោះការបេីកបរដោយមិនគោរពច្បាប់ជាពិសេសការបេីកបរដោយស្ថិតក្រោមស្ថានភាពស្រវឹង ដែលបានបង្កឱ្យមានគ្រោះថ្នាក់ ដល់អាយុជីវិតអ្នកដទៃ និងត្រូវទទួលខុសត្រូវតាមច្បាប់យ៉ាងតឹងរឹងបំផុត ដោយគ្មានការលេីកលែង ដូចបានអនុវត្តនៅពេលកន្លងមក។
