🔆 India–South Korea Special Strategic Partnership Strengthened

📍 Why in News?
✅ The visit of the President of South Korea to India marked a major milestone in the India–ROK Special Strategic Partnership
✅ Both countries adopted a Joint Strategic Vision for 2026–2030

📍 Major Outcomes of the Visit
✅ Annual summit-level meetings between leaders will now be institutionalised

✅ South Korea joined the Indo-Pacific Oceans Initiative launched by India

✅ Both sides agreed to double bilateral trade to $54 billion by 2030
✅ An Economic Security Dialogue was launched to strengthen:
✅ Supply-chain resilience
✅ Technology cooperation

📍 Climate and Green Cooperation
✅ South Korea joined the International Solar Alliance
✅ India joined the Global Green Growth Institute

✅ The Global Green Growth Institute was established in 2012 at the Rio+20 Conference and is headquartered in Seoul

📍 People-to-People Relations
✅ 2028–29 will be celebrated as the “Year of India–ROK Friendship”
✅ A Korea Centre will be launched in Mumbai to promote K-pop and Bollywood collaboration

📍 Maritime and Shipbuilding Cooperation
✅ Both countries launched a Comprehensive Partnership in:
✅ Shipbuilding
✅ Shipping
✅ Maritime logistics

✅ They also unveiled the VOYAGES initiative for greater cooperation in maritime infrastructure and efficiency

✅ The India–Korea Digital Bridge was launched

✅ Semiconductors
✅ Information Technology

📍 Background of India–South Korea Relations
✅ India and South Korea established a Special Strategic Partnership in 2015
✅ Bilateral trade currently stands at around $27 billion
✅ India faces a trade deficit of about $15 billion with South Korea

✅ India wants an upgrade of the Comprehensive Economic Partnership Agreement signed in 2010 to make trade more balanced

📍 Defence Cooperation
✅ Defence ties are guided by the 2020 Roadmap for Defence Industry Cooperation
✅ K9 Vajra-T howitzers are being manufactured in India through technology transfer from South Korea
✅ KIND-X has also been launched to connect Indian and Korean defence startups and investors

🔆 Place in News: Scarborough Shoal

📍 Why in News?
China has deployed ships near Scarborough Shoal to block access in the disputed South China Sea region, escalating tensions with the Philippines.

📍 About Scarborough Shoal
▪️ Scarborough Shoal is a disputed atoll in the South China Sea claimed by both:
✅ China
✅ Philippines

▪️ It lies west of the Philippine island of Luzon and is known in:
✅ China as Huangyan Dao
✅ Philippines as Bajo de Masinloc or Panatag Shoal

📍 Key Features
▪️ It is a triangular chain of reefs and rocks enclosing a shallow lagoon.
▪️ Though mostly submerged, several rocks remain above water during high tide.
▪️ It is located in the northeastern part of the South China Sea.

📍 Strategic Importance
✅ Situated along major international sea lanes carrying a large share of global trade.
✅ Rich fishing grounds make it economically important.
✅ The surrounding seabed is believed to contain oil and natural gas reserves.
✅ Control over the shoal strengthens strategic influence in the South China Sea.

📍 Background of the Dispute
▪️ China claims the shoal under its “Nine-Dash Line” claim in the South China Sea.
▪️ The Philippines claims it lies within its Exclusive Economic Zone (EEZ) under the UN Convention on the Law of the Sea (UNCLOS).
▪️ In 2016, the Permanent Court of Arbitration ruled in favour of the Philippines and rejected China’s expansive claims in the South China Sea. China, however, did not accept the ruling.
