🔆 Carbon Credit Trading Scheme (CCTS)

📍 About
✅ Launched in 2023.
✅ Aim: To create a domestic carbon credit market and support India’s goal of reducing emission intensity by 45% from 2005 levels by 2030.

📍 Legal Basis
✅ Introduced under the Energy Conservation Act.
✅ Strengthened through the Energy Conservation (Amendment) Act.

📍 Mechanisms under CCTS

✅ Compliance Mechanism
➡️ Mandatory mechanism where the government fixes GHG emission intensity targets for obligated entities.
➡️ Initially covers 9 sectors such as:
• Fertiliser
• Iron & Steel
• Pulp & Paper
• Petrochemicals
• Petroleum Refineries

➡️ Obligated entities are notified by the Ministry of Power on the recommendation of the Bureau of Energy Efficiency.

✅ Offset Mechanism
➡️ Voluntary, project-based mechanism.
➡️ Designed for non-obligated entities that are outside the compliance mechanism.

📍 Carbon Credit Certificates
✅ Carbon Credit Certificates are issued by the Bureau of Energy Efficiency to entities that surpass their emission reduction targets.

📍 Monitoring Mechanism
✅ The scheme is monitored by a National Steering Committee chaired by the Power Secretary.

📍 Draft Greenhouse Gas (GHG) Emission Intensity Target Rules, 2025
✅ Issued under the compliance mechanism of CCTS.
✅ Proposes legally binding GHG emission targets for more than 460 industrial units.
✅ Forms the basis of India’s first compliance-based carbon market.

🔆 Semicon India Programme

📍 Objective
✅ Launched in January 2022 to build a complete semiconductor ecosystem in India.
✅ Covers the entire value chain:
• Chip Design
• Fabrication
• Assembly
• Testing
• Packaging
• Module Manufacturing

📍 Overall Progress
✅ Government has approved 10 semiconductor projects
✅ Total investment commitment = about ₹1.6 lakh crore
✅ Commercial production has already started in:
• Micron plant
• Kaynes plant
✅ Two more plants are expected to begin production in 2026.

📍 Growth in Electronics Manufacturing
✅ Electronics production increased from ~₹1.9 lakh crore (2014-15) to ~₹12 lakh crore (2024-25)
✅ Electronics exports rose from ₹38,000 crore to ~₹3.3 lakh crore
✅ Mobile phone production increased from ₹18,000 crore to ₹5.45 lakh crore
✅ Mobile phone exports jumped from ₹1,500 crore to ₹2 lakh crore
✅ Mobile phone imports declined from 75% of demand to just 0.02% of demand.

📍 Chip Design Ecosystem
✅ Government has provided advanced chip-design tools from 8 companies to 315 universities free of cost
✅ Usage of these tools has crossed 200 lakh hours
✅ Using these tools:
• 211 chips have been taped out
• By 75 institutions across India
• Including 149 chips at 180 nm at SCL Mohali and 62 chips at overseas foundries

📍 Support for Indian Semiconductor Startups
✅ Government has approved 24 chip-design projects for Indian companies
✅ These cover sectors such as:
• Video surveillance
• Drone detection
• Energy metering
• Microprocessors
• Satellite communication
• Broadband and IoT SoCs

✅ Out of these 24 projects:
• 14 companies have raised over ₹650 crore in venture capital
• 7 chips have already been fabricated, including at advanced 12 nm nodes.

📍 Major Approved Semiconductor Projects
✅ Micron Technology
• Investment: ₹22,516 crore
• Capacity: 14 million units/week

✅ Tata Electronics Private Limited
• Investment: ₹91,526 crore
• Partnership with Powerchip Semiconductor Manufacturing Corporation
• Capacity: 50,000 wafer starts/month

✅ Tata Electronics Private Limited
• Investment: ₹27,120 crore
• Capacity: 48 million units/day

✅ CG Power and Industrial Solutions Limited
• Investment: ₹7,584 crore
• Joint venture with Renesas Electronics America Inc. and STARS Microelectronics

✅ Kaynes Technology India Limited
• Investment: ₹3,307 crore
• Capacity: More than 6.33 million chips/day

📍 Other Approved Units
✅ Semiconductor projects are also being set up in:

✅ India has signed semiconductor cooperation agreements with:
