The Operation Talla "to not record" approach is presently subject to official oversight intervention.

I received relating communication in this respect several days ago and have responded to that communication, stressing, with clarity, the extent and gravity of the position our investigation has uncovered.

It would not be appropriate of me to release any additional details at this stage, nor would it be prudent to speculate on progression or outcome.

I do however want to keep you appropriately informed and will provide any material updates which prove possible, in real time.

In the meantime, I wish to express appreciation for the support in these endeavours, which we continue to receive from so many of you.

The letter of 21 February 2022 from the Metropolitan Police does not withstand scrutiny.
It is not its conclusion which is the difficulty. It is its method.

A criminal allegation is made, supported by evidence, in volume.

The question was not whether vaccines were authorised. The question was whether criminal conduct occurred in the handling, representation, or suppression of information.

There is, in truth, no indication that the evidence was ever properly, examined at all, as required by statute.

No proper investigation. No crime recorded.

The position becomes constitutionally serious because: a conclusion is reached before any identifiable investigative process and is then used to justify the absence of Recording Standard does

This is not a question of science.

It is a question of whether the rule of law was permitted to engage at all.

This is not something worthy of police celebration & accolade allocation in June off 2022 - It is quite the reverse!

Two documents. One system. They cannot both be true. The common connection - The National Police Chiefs' Council.

The formal framework agreed between regulators and police requires that suspected criminal activity in healthcare is recorded, retained and investigated in accordance with law.

Disclosed internal communications however, confirm that:

“...the guidance to not record has been a success...”

That is not ambiguity. It is not error. It is not frontline misunderstanding - It is policy - implemented, measured and deemed effective.

In simple terms: the law is bypassed at the point of entry.

The contradiction:
A system in which recording is documented as a requirement, alongside a practice which prevents it.

One is lawful process. The other nullifies it. Both cannot stand together.

What occurred was not failure. It was design and the evidence proves it.

The Crown Prosecution Service has revealed its true constitutional position. Not by declaration, but by conduct.

The relevant correspondence shows, that the CPS will only consider evidence if the police choose to investigate & choose to provide it.

If the police do not investigate, the CPS sees nothing. If the CPS sees nothing, it does nothing. If it does nothing, no case reaches a court.

No investigation. No evidence. No scrutiny. No justice.

This is not independence.

My questions were recast by CPS as FOI.

Silence now stands on the public record.

What emerges is not a failure of response. It is a constitutional reality. A system in which the gateway to justice is controlled at source and the prosecuting authority accepts blindness to anything that does not pass through it.

The CPS acts only on what it is shown. The courts receive only what survives.

The position is now clear.

The State’s own framework requires that where there is reasonable suspicion of criminality in healthcare:

• the matter is recorded
• police are engaged
• evidence is preserved
• investigation follows

The CJSSC confirms the system was operating under coordinated, multi-agency control.

But the Operation Talla material records:

• requests for assistance rejected
• allegations not recorded
• “guidance to not record” described as a success

And in CRN 6029679/21:

• substantial evidence submitted
• an investigation indicated
• no full investigative steps taken

These positions cannot be reconciled.

This is not a question of outcome. It is a question of whether the criminal law was permitted to engage at all.

Was justice obstructed?
Was it perverted?
If so, was any collusion involved?

DS solution how to address police officers in 2026

On Tuesday 3rd March 2026, Sgt 6743 from South Wales Police , confirmed they're taking the affidavit of Dr Francis Boyle seriously & have escalated it to Metropolitan Police Service !

On Friday 13th February 2026 the successful submission of Affidavit Dr Francis Boyle to South Wales Police after years of push back with only a team of 3 Simon Gronow , Kevin Price & myself, thank you gentlemen.

Sgt 6743 has been placed on notice with pc 8012 & 8358 swp.

Crime reference number 2600047716 , mRNA technology meeting criteria for a biological weapon. Homicide, genocide, democide.

Dr. Francis Boyle, the Harvard-educated law professor who drafted the 1989 Biological Weapons and Antiterrorism Act, has submitted an affidavit stating that COVID-19 mRNA injections are biological weapons and weapons of mass destruction, violating Biological Weapons 18 USC § 175 and Weapons and Firearms § 790.166 Fla. Stat. (2023).

Boyle's affidavit asserts that the injections meet the criteria for biological weapons and weapons of mass destruction, citing the risks of injury and death. Other experts, including med-legal advisor Karen Kingston and Dr. Ana Mihalcea, have provided supporting affidavits.

The Government has set out how suspected criminality in healthcare must be handled.

It has done so in clear terms:

That is the standard now expressed in official 2024/2025 guidance.

By the end of 2019, the position was already clear.

The NPCC agreed, in formal terms with the Care Quality Commission, how suspected criminality in healthcare must be handled:

• early police engagement
• recognition of criminal thresholds
• preservation of evidence
• coordinated investigation

That was the baseline. Not emergency guidance. Not pandemic improvisation. But established practice.

Now place that alongside Operation Talla:

• requests for assistance rejected
• allegations not recorded
• investigative pathways not engaged

The system did not lack a framework. It already had one.

The question is not what the rules were. The question is why, when it mattered most, the doorway to those rules appears not to have been opened.

We were not aware of Op Talla back in 2020 ..... its now 2026 and many of the public are aware of Op Pegasus

Exercise Pegasus (September–November 2025) was the UK’s largest-ever pandemic simulation, testing national, devolved, and local responses to a novel, severe virus. Led by the DHSC and UKHSA, it involved real-time, "live-play" scenario testing, with a fourth phase (recovery) planned for 2026 to enhance future resilience.

Key Aspects of Exercise Pegasus:
Simulation Scope: It was a "Tier 1" national pandemic exercise, simulating a novel enterovirus (similar to polio/meningitis).

Key Dates (2025): The exercise took place on 18 September, 9 October, and 30 October.
Participants: Included every UK government department, devolved governments (Scotland, Wales, Northern Ireland), NHS England, Local Resilience Fora, and external experts.

Objectives: The exercise aimed to test decision-making, surge capacity, public communication, and cross-government coordination, particularly focusing on pandemic emergence, containment, and mitigation.

Next Steps: A recovery phase is scheduled for 2026, and findings will be incorporated into future pandemic preparedness plans.

For several years the public were told that Operation Talla was simply the policing coordination framework for the Covid-19 pandemic.

An administrative structure. Logistics. Resourcing. Emergency pressures - Nothing more.

But the primary evidence noe tells a very different story.

Official Evidence now shows that Operation Talla also sat behind a UK-wide coordination structure capable of influencing whether certain Covid-related allegations, including allegations connected to the vaccine rollout, would be recorded or investigated as crimes.

It emerged only after an independent investigation reconstructed the underlying institutional structure.

If a national policing structure can influence whether allegations against the state are recorded as crimes….then who was supervising that structure and where was the independent oversight that should exist in any system which claims to be governed by the rule of law?

Early in 2022, I invited all Chief Constables to speak with our team at UKcitizen2021 (now, UKcitizen).

Today, we have an abundance of evidence in our possession which enables us to understand why and to date, we have only released a fraction of it. Don't worry though because it is all steadily being released, piece by piece, day by day and it's all shocking.

Perhaps if policing had been willing to talk to us in 2022, things could have been different - but they chose silence, so, here we are today, spilling the beans 🫘

When allegations of crime are reported to police, the law is clear - they should be assessed and recorded under the National Crime Recording Standard, which requires crimes to be recorded where the reported circumstances amount to an offence on the balance of probability.

During the COVID period and beyond however, reports alleging wrongdoing by the state were frequently reframed as “protest activity” rather than crime reporting.

Why?

Because protest can be managed, whereas crime must be investigated.

During the pandemic, policing itself was nationally coordinated through structures such as Operation Talla, established by the National Police Chiefs' Council to organise the UK policing response to COVID-19.

If allegations against the state are treated as protest instead of crime reports, the evidential pathway of the criminal justice system never begins.

No recording. No investigation. No court.

In times of apparent crisis, the state attempts to build command structures, it claims are to preserve the stability of the justice system.

The Criminal Justice System Strategic Command (CJSSC) appears to be one such structure.

During the so-called pandemic however, thousands of fixed penalty notices issued under emergency regulations were later acknowledged by prosecutors to have been unlawful.

The paradox is therefore plain - A system which appears designed to withstand extraordinary demand may have been required to manage pressures created by its own emergency enforcement.

The rule of law requires more than administrative resilience. It requires that the actions which generate demand upon the justice system are themselves legally sound.

There is a crime far greater than Fraud going on here.

Police were ordered not to accept any reports of crimes relating to Covid, Vaccines or Government.

Public Report Released - Operation Talla and the Evidence Pipeline

Yesterday we published a structured analysis examining a constitutional question of public importance:

If a complaint is never recorded, can justice ever begin?

The report draws on formal institutional evidence, including prosecutorial testimony and parliamentary material, to assess how modern enforcement systems function in practice.

Its central finding is a matter of governance principle:

Legal safeguards operate only on matters which enter the evidential record.

Where intake mechanisms discourage, filter, or fail to record reports, downstream safeguards - investigation, prosecution and court scrutiny cannot engage, however robust they may be in theory.

This is not a political point. It is a rule-of-law point.

Transparency is not confrontation. It is the first duty of accountable institutions.
