To correctly identify the problem, look at these four areas:
1. Traffic
Are people actually coming to your page?
If not, the problem is visibility.
2. Engagement

The problem might be your message or your hook.
3. Leads
If you have engagement but no one gives their email or signs up?
The problem is trust or the offer itself.
4. Sales
